Who can take the Online Learner's Permit Test?
Any Hawaii resident who needs to take the written test.
Why is it important to provide identity information?
To help prevent fraud during testing, the program uses specialized software to verify your identity. This software has access to one of the largest global databases for legal and public records. If the information you provide doesn't match what is found in these databases, you will need to appear in person to complete the test.
What is the cost of the Online Learner's Permit Test?
The test fee is $11, which includes a $1 test fee and a $10 transaction and credit card fee. Payment is accepted online via debit/credit card only, and a receipt will be emailed to you.
**Refunds will not be issued under any circumstances**
How much time is allowed to complete the online test?
You have 60 minutes (one hour) to complete the 30 question test. The time begins when the test is started after registering.
What internet-connected devices may I use to take to the test?
You must use a desktop or laptop computer actively connected to the internet with a functioning webcam. You cannot complete the test using a touchscreen device including mobile phones or tablets.
What happens if the testing instructions are not followed?
The Applicant CANNOT navigate away from the screen while taking the test. The applicant must always keep the cursor in the red box on the screen. When the cursor leaves the red box area of the screen the program software may determine the tester is opening another tab to look for test answers. The program allows for two warnings for looking away from the screen or leaving the test screen. The third time the program will stop the test and the applicant is failed for the attempt.
Who do I contact for technical assistance?

I was not successful on my first online test. May I retake it?
Yes, but it will cost another full test fee of $11. Also, applicants must wait seven (7) days before attempting to retake the test.
After I take and pass the Online Learner's Permit Test, do I need to schedule an appointment at a driver licensing office?
Yes, you will need to make an appointment to visit a driver licensing office to be issued a permit. You can schedule an appointment at Book appointment.
Your appointment must be within 30 days of passing the test.
What information do I need to take to my appointment?
Bring the Certificate of Completion generated at the completion of the online test.
Your certified birth certificate issued by a state or local government (i.e. Department of Health), social security number and two proof of Hawaii address documents are required for processing and must be presented at your appointment. Please see our list of acceptable documents. Applicants under 18 who do not have two proof of address documents may use documents presented by their parents.
Applicants under 18 must submit the Minor affidavit. Both parents listed on the birth certificate must submit a parental consent form.
If one or both parents are not able to accompany you to your appointment, the parental consent form of the absent parent(s) must be notarized by a notary public and brought with you to your appointment. Faxed, photocopied or emailed parental consent forms are not acceptable.
You will be photographed, fingerprinted, have an eye test, and need to pay the required fee for the learner’s permit.
What precautions are available to ensure the integrity of the test results?
The Online Learner’s Permit testing application uses photo captures to ensure the person taking the test is the person who signed up to take the test. Tests cannot begin until a photo is taken, and photos will be taken at random during the test to stop others from providing information or other resources. During a customer’s follow up appointment, the licensing clerk will cross reference images taken during the test to prevent fraud. This ensures the person who took the test is the one in front of the clerk getting their credentials processed.
Is the online test the only way to take the written test?
No. You may take a learner’s permit written test at any driver licensing office by appointment available at Book appointment. You will need all of the documentation to obtain a permit prior to sitting for the exam.
I have issues with reading, can the questions be read to me?
Yes! The Online Learner’s Permit Test can be read aloud in English or Spanish by the testing application, if you have speakers connected to your computer.
